TII has organized the “2nd Education Platform” to share its activities carried out for the purpose of enhancing the quality of employment of Turkish insurance sector, to determine their needs and to find solutions to the problems. The Platform, the first of which was organized last year, has commenced with breakfast. TII Director Assoc. Prof. Dr. Suna Özyüksel Oksay, in her speech following the breakfast, emphasized the importance of the opinions and criticisms of the Heads of Human Resources and Education Departments of the sector in determining and in improving the training programmes and activities to increase the quality of employment of the insurance sector. Özyüksel informed the guests on the national and international activities carried out since the first Platform of last year and stated that the Institute developed its national and international relations and prepared various new training programmes within a short period of time as one year.
The new Turkish Commercial Code is expected to enter into force at the beginning of 2009. A seminar including these changes on “Changes Introduced by the new Turkish Commercial Code on Corporate Law, Audit, Financial Reporting and the Responsibility of the Partners” is organized by TII in cooperation with PriceWaterhouseCoopers on May 28, 2008 at Milli Re Conference Hall. Opening remark was made by Turkish Insurance Institute Head of Education Unit Sema Bilgin. In the first part of the seminar, PriceWaterhouseCooper Audit Services Partner Gökhan Yüksel, after framing the new Turkish Commercial Code, explained the non-delegable duties of the Executive Board within the framework of corporate administration, financial affairs and reporting. Emphasizing the necessity for corporate administration for good governance, active use of the resources, increase of the company performance, access to low-cost financial sources, mergers and purchases, prevention of the conflict of interests and sustainability, Yüksel asserted that corporate governance should be comprehended by the Turkish companies and at this point the companies should make their financial tables public. In the other part of his presentation, Yüksel also explained Turkish Accountancy Standards, SME Accountancy Standards and finally the changes occurred in independent audit as reformist changes on audit. The second part of the seminar was held by PriceWaterhouseCoopers Legal Services Senior Director Nilgün Serdar’s presentation on draft Turkish Commercial Code and on the innovation concerning the partner establishments in the companies. Nilgün Serdar noted that each equity company was obliged to have a web site, if they have one, to internalize a part of it to information society and that the information to be put on the web site is determined by law. Serdar mentioned that the new code brings penal sanctions as different from the old code and that those who violate the law will be drawn jail terms or be imposed a fine. The presentation of Serdar also included the innovations concerning the joint stock or limited companies, conglomerates, legal and punitive duties of the executives and the partners and ended with a questions-answers session with Yüksel.
Istanbul Kültür University Business Administration Vocational High School Banking and Insurance Department lecturer Cahit Evci, Ph.D. and his students have visited Turkish Insurance Institute. Head of Education Unit Sema Bilgin introduced the activities of the Institute to the students. Private Employment Agency was explained by Research, Publications and Projects Unit Junior Expert Bilgehan Aksoy. With this visit, students got to know TII’s services and its importance in the sector more closely.
TII attended the traditional soirée of Association of Istanbul Insurance Agencies (ISAD) as the guest of ISAD. The soirée commenced with the introduction of the Board Member Gökhan Kaylar, followed by the opening speech of Levent Ergun, the Chairman of the Federation of Turkish Insurance Agencies and then Yalçýn Kaya, Chairman of the Executive Committee of the Union of Chambers and Commodity Exchanges of Turkey Insurance Loss Adjusters. TII has launched the 2nd quarter of the 2008 Short Term Training Programmes in May. The first training programme of May was “Impact of Insurance Policy Details on the Claims - Drafting Proper Policy” lectured by Atty. Levent Gür on May 22nd. Meeting the needs of its participants with the training programmes on “Marketing for Executives” by Uður Ergün on May 23rd and “Impact of Insurance Policy Details on the Claims - Drafting Proper Policy” by Atty. Nuray Dinçment on May 28th, TII has 18 new subjects included in its new Short Term Training Programmes. The new subjects include HR practices, soft-skills, health and life insurance, reinsurance, marine insurance, international transportation, financial mathematics, risk management, sales, law, credit insurance, which are determined in response to the needs and the expectations of the sector. Within the scope of the training programmes that will continue in June and July, current issues besides technical and expertise trainings will be carried out. In this respect, the impact of subprime crisis in Turkey and in the world, the effects of which were also felt in the U.S. and in the world on the mortgage systems, will be analyzed with a training programme. “Subprime Crisis and Its Impact on World Finance System” training programme on June 11th by Prof. Dr. Burak Saltoðlu will take the attention of the entire business environment. It is assumed that not much is left for the Turkish Commercial Code, in force since 1957, to change. The business environment will face serious changes in case the draft Turkish Commercial Code goes into effect. TII will organize a training programme to analyze the changes on insurance sector, in case the draft code, the 6th Book of which is on insurance, goes into effect. The first part of the programme deals with agencies, Insurance Book/General Conditions; the second part with Insurance Book and decisions according to insurance types. The programme will be on June 9th and June 13th. “The Scope of the Duty of Disclosure in Insurance Contracts and the Possible Problems and Their Solutions in This Respect” will be organized on June 6th, “New Arrangements Introduced by the Regulation on Insurance Agencies and Its Consequences”, on June 13th, within the scope of the Legislation Harmonization Training Programmes to be organized in June. According to the results of the questionnaire on “The reasons behind not purchasing a health insurance”, which was on TII website all throughout May, the option of “I belong to a social security institution” was the most-preferred with 30 %. This was followed by “My financial background is not suitable” by 29 % and “I do not find it necessary as I do not have health problems” by 5 %.

Turkish insurance sector, which rapidly grows and flourishes, attracts the attention of the foreign corporations and organizations as much as foreign investors. As being one of these organizations, Stockholm School of Economics IFL has visited Turkey and our Institute between May 22-24, 2008, in order to get to know the Turkish insurance sector and TII more closely. Within the scope of the visit, Stockholm School of Economics IFL staff has attended detailed presentations on the structure, institutions and the opportunities of the Turkish insurance sector and also met Fortis Life and Pension, Milli Re and Association of the Insurance and Reinsurance Companies of Turkey.
Spring 2008 actuary examinations of SOA (Society of Actuaries) and CAS (Casualty Actuaries Society), known as awarding the internationally recognized actuary titles have been held at TII on May 14-15, 2008. The English version of TII Education Catalog, printed in April and serves as a road map in the training plans of the insurance companies is being prepared. With this new Education Catalog, TII, which builds its international relations within the framework of its vision to become the reference institution in its region and which has a wide network of relations in Europe, Asia and America, is introducing its training programmes not only in Turkey, but also abroad. |
