Having
started its reorganization in February 2007, TII adopted a new vision of
“becoming the reference institution in Turkey, the Balkans, the Middle
East and Central Asia, in insurance education”. Within the framework of
its vision and in order to improve the competitiveness of Turkish
insurance sector and to support its development,TII
has assumed the following missions: TII has concluded 2007 with successful achievements within the framework of its new corporate identity established with its new vision, mission and targets.
TII had two important organizations last year. The first one of these was the 2nd International Insurance Symposium, on “Awareness and Education Relative to Risks and Insurance Issues” organized in cooperation with OECD and the Association of the Insurance and Reinsurance Companies of Turkey. The sessions included “The Importance of Increased Awareness and Education in Risk and in Insurance: The Characteristics of Insurance Sector and Difficulties Faced”, “The Importance of Increased Awareness and Education in Risk and in Insurance and OECD Best Practices”, “ The Role of the Governments in Raising the Risk Awareness and in Providing the Appropriate Insurance Indemnity”, “Tools and Programmes”. The
second organization, 3rd National Insurance Symposium on “Turkish
Insurance Sector in 2010”, also organized in cooperation with the
Association of the Insurance and Reinsurance Companies of Turkey,
allocated its first session to global warming. The titles of the
sessions were “Global Warming and Insurance Sector”, “Mortgage and
Mortgage Insurance”, “Analyses of the Insurance Law and Related
Legislation with Respect to the Development of the Insurance Sector”.

25th Term Basic Insurance Training Programme is revised in 2007, based on the sectoral needs and developments. New courses such as EU Single Insurance Market, Financial Markets and Risk Management are included in the Programme. Basic Insurance Training Programme, which received a higher
level of participation than the previous years, is for the first time
offered in two sessions as morning and evening, as demanded by the
sector.
Short Term Training Programmes are designed for the insurance sector employees aiming to enhance their expertise on certain technical matters. In total 40 Short Term Training Programmes were offered in 2007, 16 of which were offered in July, 21 in September and October, and 3 in December. Short Term Training Programmes will continue as of the first months of 2008.

In 2007, TII has started “Legislation Harmonization Training Programmes”, which are offered for the purpose of accelerating the harmonization of the Turkish insurance sector with the EU, informing the sector on the legislation passed in this process and facilitating the transition process. Since May 2007, 8 different courses are offered within the framework of Legislation Harmonization Training Programmes. The Training Programmes has attracted attention of insurance companies, reinsurance and intermediaries, agencies, experts, banks, freelance consultancy companies and chartered accountants. “Technical Reserves and Financial
Reporting Standards (TFRS) 4 ‘Insurance Contracts’ Training Programme”
organized on December 12-13-14 was the last training programme of the
Legislation Harmonization Training Programmes of TII in 2007.
For the first time this year, based on the demand coming from the insurance sector, English and Insurance English is included in the tailor-made programmes. TII has also organized free training seminars to the
students of the universities with insurance departments for the purpose
of harmonizing the Turkish insurance sector with the EU, develop the
insurance sector, and bring in qualified employment to the sector.

In 2007, new books are published on issues that are important in increasing the competitiveness of the insurance sector, that analyze the insurance sector both in Turkey and in European Union member states and that offer ways for the development of Turkish insurance sector after having it compared with that of the developed countries.
“Insurance Accountancy
in the Uniform Charts of Accounts”, “The Widest Blackhole: The Loopholes
of Social Security and Reform Debates”, “Carrier’s Financial Liability
and CMR (Convention Marchandise Routier) Insurance”, “Mortgage System in
Turkey and Related Legislation” from Research and Studies on Insurance
Series, “Awareness and Education Relative to Risks and Insurance Issues”
(in Turkish and in English), conference book of the 2nd International
Insurance Symposium organized in cooperation with OECD and the
Association of the Insurance and Reinsurance Companies of Turkey are
published.
The project, which commenced in 2006, studying the causes of the employment problems of the sector for the purpose of establishing the employment profile of the insurance industry; aiming at determining the level of how much the schools giving insurance education meet the insurance industry employment needs as well as carrying out the required work to increase this level, is in progress with its 2nd Phase. Following the 1st Phase of the project in which the employment structure of the insurance companies were analyzed and how much the schools giving insurance education meet the insurance industry employment needs were determined, questionnaires are prepared in the 2nd Phase to determine the rate of employment of the insurance undergraduates at the loss adjuster, insurance agency and broker companies, if they are not employed the reasons behind, which of the needs, these schools, meet of the loss adjuster, insurance agency and brokers etc. As it
was in the 1st Phase, the questionnaires will be reported through
evaluation by the academicians specialized in insurance statistics, this
report will be delivered to Council of Higher Education by Turkish
Treasury in order for the criticisms and suggestions of the
Undersecretariat of Turkish Treasury Insurance Directorate General and
insurance companies to be taken account, and thus a comprehensive
employment profile of the insurance sector will be constituted together
with the completion of the project.
TII
Library has become the most comprehensive library in the sector by
incorporating with the library of the Association of the Insurance and
Reinsurance Companies of Turkey that was taken over. The books in our
library are classified according to Dewey Decimal Classifications.
Information regarding the publications is conveyed to a library
automation programme named PAPIRUS in line with international rules and
standards. The catalog information and the contents of all books and
publications can be accessed via online library programme. TII Library
keeps itself up-to-date through enriching itself each year with Turkish
and international publications for the purpose of providing more sources
to the sector. In short, TII Library is the most up-to-date and the most
comprehensive library on insurance.
TII
expressed its social responsibility with the environmental, cultural and
developmental social responsibility projects. TII planted a tree in
cooperation with the Turkish Foundation for Combating Soil Erosion, for
Reforestation and the Protection of Natural Habitats (TEMA) for each of
its graduate. Furthermore, TII took corporate measures against global
warming: Recycled papers are used for publications, energy-saving lamps
are used in the offices, electronical devices such as computer, printer
are not left at the stand by...etc
One of
the initiatives of 2007 is the e-bulletin, @-TII, prepared to
disseminate information on the trainings and other activities of TII
with different sections titled “News”, “Trainings”,
“Research-Publications-Projects” and “International Relations-Projects”.

To set its international relations and to develop cooperation opportunities for the purpose of adding more variety to its training programmes and offering different training options to the insurance sector, TII visited the leading insurance institutes of the world. In this respect, German Insurance Academy (DVA) was visited in March 2007, Chartered Insurance Institute in June 2007 and Insurance Institute of Canada in September 2007. Furthermore, within the framework of its vision in becoming a reference institution in insurance training in the Balkans, the Middle East and Central Asia, TII has met the insurance institutes, associations, insurance companies and Insurance Supervisory Authorities in the developing countries of these regions. In this respect, TII has visited the related authorities in Bosnia Herzegovina in October 2007, in Azerbaijan in November 2007 and in Egypt in December 2007. During these meetings, information concerning the insurance industries of both countries was exchanged and issues such as preparation of training programmes by TII and providing consultancy services in establishing, managing and reorganizing new institutions for the insurance industries of the respective countries as well as other issues that may support the development of the insurance industries of these countries were discussed. To
carry out its activities with respect to the national and international
standards, to assist the preparation of its training programmes and to
have the support of new lecturers, TII cooperates with the national
institutions and organizations such as the Undersecretariat of Turkish
Treasury Insurance Directorate General, Undersecretariat of Turkish
Treasury Insurance Supervisory Board, Ministry of Labor and Social
Security Professional Qualification Institution, Turkish Employment
Agency and Ministry of National Education.
TII became the regular exam centre of SOA and CAS in
Turkey, the actuary exams of which have world-wide recognition. In this
respect, the Fall Term exams of both Societies are organized at TII in
October-November 2007.
In
September 2007, TII applied for active membership to eficert, which was
established to set uniform standards in vocational education in the
financial services sector and which accepts only one representative per
country. Following its initiatives with respect to the member
institutions, TII has become an active member of eficert in November
2007. Together with its membership to eficert, TII will begin awarding
the titles of “Financial Advisor” and “Financial Planner” in 2008, which
will be certified by eficert.
Institute for Global Insurance Education (IGIE) was established in 1997
for the purpose of supporting the development of insurance programmes at
national level and enhancing the educational standards for the insurance
industry as well as evaluating the national insurance education
programmes. Following the meeting with the Mr. Peter Hohman, the
President of IGIE and at the same the Chairman and CEO of Insurance
Institute of Canada, TII has become a member of IGIE in October 2007.
TII’s membership to IGIE, will not only serve to represent TII at the
global arena, but will also enable the Turkish insurance sector to
benefit form the international educational experiences.
In cooperation with Vocational Training Institute of the German Insurance Industry (BWV), Karadeniz Technical University Vakfýkebir Vocational School, Sivas Cumhuriyet University Divriði Vocational School and Association of the Insurance and Reinsurance Companies of Turkey, TII has drafted a project titled “Training for Trainers to Promote the Qualification of the Insurance Vocational Schools” for the grant programme on Civil Society Dialogue of European Commission. The
project aims to contribute to the improvement of the academic background
of the lecturers at the insurance vocational high schools, in the
framework of the training for trainers activities of this project..
In order
to support the development of the insurance agencies in Turkey, TII
drafted a project within the framework of UK Global Opportunities Fund,
Reuniting Europe Programme. The project titled, Structural Development
of the Insurance Agencies in Harmonizing with the European Union aims to
facilitate the insurance agencies in better harmonization with the
European Union (EU) single insurance market, while enabling them to
master in their field so as to protect the consumer rights more
effective in Turkey. |
