WE FOLLOWED THE NEEDS OF THE SECTOR, DIVERSIFIED OUR SERVICES |

TII diversified its services in 2008 with private employment agency, consultancy, corporate testing service, event management besides training programmes, research, publications, projects and library.
Studies regarding the market and the public such as R&D studies, customer surveys, efficiency surveys, product surveys were carried out in 2008 within the scope of TII consultancy services. TII offered corporate testing service with expert academicians in order to identify the promotion criteria to support the administration activities within the company, to determine the professional and psychological capabilities of the interim level administration. Furthermore, TII provided professional support to the companies on the implementation of mental tests used in personnel selection, determining the corporate training needs, evaluation of the contribution of the training programmes on the individual and corporate efficiency level.

NO SLOW DOWN IN INSURANCE TRAININGS: WE TRAINED 1094 PEOPLE IN 137 TRAINING PROGRAMMES |
|
Within the framework of its Short Terms Training Programmes, Legislation Harmonization Training Programmes and Tailor Made Training Programmes, TII offered 137 training programmes in 2008 to the sector and 1094 people attended to these programmes. The training programmes, prepared in accordance with the needs of the sector and for the purpose of providing well-qualified work force, were diversified in 2008. Providing services at the international standards, which is certified by ISO 9001: 2000 Quality Management Services, TII increased the number of the participants to its training programmes by 66%. 1094 people participated to the training programmes while this number was 661 in 2007.
Short Term Training Programmes continued in December with “Conventions Determining the Liabilities in International Transport”, “Bancassurance for Insurers”, “Actuarial Approaches in Motor Tariff Premium Calculations” and “Professional Indemnity Insurance by Legal Conception”. Furthermore, TII organized Legislation Harmonization Training Programmes regarding the various new regulations of the new insurance law within the framework of harmonizing with the EU. The training programmes on the new charges brought to the people from the different levels of the sector attracted were welcomed with high interest. TII will continue to plan its programmes in 2009, including both soft-skill and technical trainings which will address not only the insurance sector but also transportation-logistics, law and banking sectors.
Moreover, in 2008, TII completed the 25th term of TII Basic Insurance Training Programme, which has begun 38 years ago and from which 20% of the sector employees have been graduated.

A NEW VISION TO BASIC INSURANCE TRAINING PROGRAMME ONGOING SINCE THE FOUNDATION OF TII: WE
GROUPED 26th TERM BASIC INSURANCE TRAINING PROGRAMME AS “MORNING” AND “EVENING” SESSIONS

26th Term Basic Insurance Training Programme has begun in October 2008 with two groups as morning and evening (working hours and after working hours) as it was in the 25th term. Based on the surveys carried out among the TII lecturers and teachers, certain improvements were made in the 26th Term Basic Insurance Training Programme.
Furthermore, TII formatted the course notes of Basic Insurance Training Programme as separate booklets for each course. The preparation of the booklets will continue in 2009.

WE LAUNCHED TII PRIVATE EMPLOYMENT AGENCY |

The infrastructure of the TII Private Employment Agency, established by TII for the purpose of enhancing the employment structure of Turkish insurance sector, is completed. Together with Private Employment Agency, TII is creating a platform among the opportunities offered by the employers and the qualities of those seeking a job that would meet the expectations of the insurance sector. Hundreds of CVs with different qualifications were gathered in the CV pool of TII Private Employment Agency within a short period of time.

WE OBTAINED MINISTRY OF NATIONAL EDUCATION CERTIFICATION FOR

The 2nd phase of the “Identification of the Employment Structure of Turkish Insurance Sector Project” is completed in 2008. In this respect, the questionnaires prepared for the purpose of identifying the employment structure of Turkish insurance sector is sent to the agencies, brokers and loss adjusters. The results of the questionnaires that are evaluated by the experts are brought into a report in order to be presented to the Higher Council of Education, Undersecretariat of Turkish Treasury Directorate General of Insurance, Undersecretariat of Turkish Treasury Insurance Supervisory Board, Employment Agency and rectorate of the related universities.

| WE VALUE THE EXPERIENCES OF INSURANCE COMPANIES:
WE HAVE MET HEADS OF HR UNITS OF THE SECTOR AT TII EDUCATION AND HR PLATFORMS IN 2008 |

TII organized the 2nd Education and HR Platform in May and the 3rd in November, the 1st of which was organized in 2007. The Platforms aim at sharing the achievements of TII in order to enhance the work power of Turkish insurance sector, to determine the problems and needs as well as the solutions of the education and employment of the sector. Based on the demand coming from the heads of HR and Education Units of insurance companies, the Platforms will continue in 2009.

| WE LEARNED AND ENJOYED OURSELVES AT THE SAME TIME: WE ORGANIZED THE 1ST TII SEMINAR SERIES |

In 2008, TII organized seminars on 9 different subjects that bring together different actors of sector and that enlighten the professional and individual experiences of sector employees. Besides being complementary courses Basic Insurance Training Programme, these seminars were open to the participation of the sector and they were carried out with warm interest of the sector.
General Manager of Anadolu Insurance Mr. Mustafa Ali Su shared his knowledge and experience in “Sales Intermediaries in Insurance Sector, Their Structuring and Their Position in Sales”, Director General of Insurance at Undersecretariat of Turkish Treasury Mr Ahmet Genc, Ph.D., in “An Evaluation of the Development of Turkish Insurance Sector and Its Harmonization with the EU”, Vice President of Tekfen Holding Assoc. Prof. Dr. Reha Yolalan in “Financial Intermediaries Function and Integration Process in Turkish Banking System”, EU Expert Mr Mithat Can Baydarol, Ph.D. in “Today and Tomorrow of Turkey-EU Relations Central to the Perception of Global Problems”, TII Director Prof. Dr. Suna Ozyuksel in “Mortgage Insurance and Its Application to Turkey: General Conditions for Payment Insurance”, Bilkent University lecturer, former President of Turkish Statistical Institute and former Undersecretary of State Planning Organization Prof. Dr. Orhan Guvenen in “Interaction between Statistics, Evaluation Techniques, Information Systems and Decision Systems”, Lecturer at Istanbul University Faculty of Law, Mr Huseyin Ulgen in “Insurance in Draft Turkish Commercial Code”.
The presentations of the well-known figures were very interesting and interactive. The “Creativity” seminar of the photographer, author and the poet Mr Akgun Akova became more interesting as he brought different perspectives of the participants through the comments over his pictures. During the “Positive Thinking, Our Energies and Their Impact on Our Motivation” seminar Mr Davut Ýbrahimoðlu, Ph.D., lead a meditation and gave small hints to overcome the problems we face in our working environment.

| WE LAUNCHED 2ND TII SEMINAR SERIES |

Former Chairman of eficert (European Financial Certification Organization), CEO of BWV, Mr. Thomas Kraemer, had a presentation on “Intermediaries in European Insurance Market and Vocational Training for Intermediaries” and “Structure and Activities of eficert”. Just as it was in the 1st TII Seminar Series, this seminar was open to the participation of the sector as well as TII students.
The seminar, which was warmly welcomed by the sector included the distribution channels of insurance sector, target groups, market shares according to the countries, needs of the sector regarding the trainings and EU directives on insurance intermediaries.

| WE AIMED AT BRINGING THE SECTOR EMPLOYEES TOGETHER AT SOCIAL ACTIVITIES:
TII “TURKISH MUSIC CHORUS” IS SET UP |
|
Aiming to gather those working for the insurance sector through cultural and other social activities in addition to its training, research and consultancy services, provide them with activities to enjoy their time, TII established Turkish Music Chorus, also with the belief that this will contribute to the sector as well as the individuals and the corporations through the feelings of solidarity and sharing that will be exposed during the rehearsals. The Chorus is under the direction of Ayþenur Özpekel who is currently lecturing Turkish Music at Istanbul University State Conservatory. The Chorus gave its first concert on October 6th, 2008.

Meeting international standards on environmental issues just as in all other areas, TII recorded its quality standard in this area with ISO: 2004 Environmental Management System Certification. With this certificate, TII identifies its environmental impact, which it manages and controls.
While increasing its efficiency and environmental performance through efficient use of resources, TII, at the same time, pioneers the insurance sector to be more sensitive on environmental issues and provides the sector with various studies, articles and reports that it translates to Turkish.

The book includes the presentations on “Global Warming and Turkish Insurance Sector”, “Mortgage and Mortgage Insurance”, “Evaluation of Insurance Law and Related Regulations from the Perspective of the Development of Insurance Sector”.

4th issue of the Journal of Insurance Studies, prepared for the purpose of providing the information required by the sector and analyzing the technical and theoretical issues in the agenda of the sector, is published.
The only refereed journal on insurance, Journal of Insurance Studies, is sent to the public institutions, to the libraries of the universities and to the related institutions free of charge.

In this regard, UN Environment Programme Finance Initiative Insurance for Sustainability Report, European Financial Integration 2007 Report are translated and posted on the web site; Federation of Bosnia Herzegovina Insurance Sector 2007 Report is summarized and European State Aid: Overview of National Rescue Measures and Deposit Guarantee Schemes is announced.

| WE BROUGHT TII NEXT TO OTHER INSURANCE INSTITUTES AT INTERNATIONAL PLATFORMS AS
A TRAINING ORGANIZATION ESTABLISHED BY TURKISH INSURANCE SECTOR |

Sharing all its trainings and activities with international platforms through its English e-bulletin, the achievements of TII won the approval of foreign insurance institutes. In this regard, TII made a presentation about its activities as well as Turkish insurance sector at the European Conference of the National Institutes for Professional Insurance Education, which is an annually organized Conference with the participation of insurance institutes in Europe in a closed session.
Furthermore, in addition to its membership to eficert as of 2007, TII extended its network of international relations through becoming active members of Institute for Global Insurance Education and Federation of Afro-Asian Insurers and Reinsurers as well as an Affiliated Institute to CII. These networks of international cooperation, will provide exchange of ideas and experience as well as be a means for Turkish insurance sector to benefit from international training experiences.

TII continued with its initiative to transfer its experiences and know-how to the insurance sectors of the developing countries in Middle East, Balkans and Turkic Republics through trainings and other services.
Having met and being supported by the leaders of various national and international organizations, TII has taken a major step and completed the infrastructure of its projects to be able to carry them out in 2009.

| WE CONTINUED WITH INSURANCE SEMINARS GIVEN FREE OF CHARGE TO
UNIVERSITIES WITH VOCATIONAL HIGH SCHOOLS |

In order to increase the awareness on insurance, TII organized training seminars free of charge to public schools. In this respect, three seminars on “Basic Insurance Concepts and Insurance Accountancy”, “Insurance Law” and “EU and Insurance” were given to Sultanbeyli Turhan Fevzioðlu Vocational High School. At the end of each seminar, the presentations and seminar notes were sent to the related parties via email.
