Sector and University cooperation was founded at the “TII 1st Insurance and Actuary Education Summit” |
TTurkish Insurance Institute, brought together the administrators and academicians of the universities all over Turkey, giving “Insurance” education, with the executives of the actors of the insurance sector, aiming at establishing the sector – university cooperation.
“1st Insurance and Actuary Education Summit” was held on 5 June, at the Milli Re Conference Hall and the meeting rooms of TII. The Summit was organized by our Institute, which has adopted a key role in establishing university – sector cooperation, with the aim of bringing in the qualified workforce to the sector, which plays an important role in the development of the Turkish insurance sector, in an environment of sectoral competition and global crisis. At the meeting, the administrators of the universities, coordinators of insurance programmes, insurance companies, broker companies, intermediaries, loss adjusters and the representatives of the civil society institutions of the sector came together for the first time.

During the opening speech of the summit, Prof. Dr. Suna Özyüksel, the Manager of TII, highlighted the importance of establishing a cooperation between the universities and the sector in bringing in the qualified workforce to the sector, development of the sector, and reducing the training costs of the sector. Prof. Dr. Özyüksel spoke as follows: “The sector is expecting qualified workforce, which will meet their needs, and researches, which will light the way to their problems, while the universities are expecting technical and fiscal support, internship opportunities to their students and support in defining the research topics having priorities. Meeting the expectations of both the sector and the universities, will be an engine force in developing the insurance sector. Within this framework, this summit, where the administrators of the related departments of the universities and the actors of the insurance sector meet, is an important step in terms of establishing the cooperation between the universities and the sector.” While giving detailed information about the institutional structure and activities of the TII, Özyüksel remarked that TII has been a bridge between the both sides. Prof. Dr. Özyüksel also presented a general overview of the Turkish insurance sector while making comparisons between the insurance premium productions of the world and the EU countries.

At the opening session of the summit, Sema Bilgin, TII Head of Education Unit, made a presentation about the results of the “Project on Increasing the Qualifications of the Employment Structure of the Turkish Insurance Sector”. At the second session of the summit, where the employment structure of the actors of the Turkish insurance sector was discussed, Erdal Serbest, Assistant Manager of Training from Axa Sigorta, made a presentation on the employment structure and career opportunities of the insurance companies. Funda Erdemir, Assistant General Manager of Aon Insurance Brokers, made a presentation on the employment structure and career opportunities of the broker companies, followed by Turusan Baðcý, Secretary General of Young Insurers Foundation and the General Manager of Turbað Insurance Intermediation Services, who made a presentation on the employment structure and career opportunities of the insurance agencies. On the employment structure and career opportunities of the loss adjuster companies, Yalçýn Kaya, Head of the Loss Adjusters Executive Committee of the Union of Chambers and Commodity Exchanges of Turkey, made a presentation. Assist. Prof. Dr. Özlem Yalaz Seçim, the Coordinator of the Insurance Programme of the Mediterranean University, made the last presentation of the second session, titled “Expectations of the Insurance Sector from Vocational Training”.

In the afternoon session of the summit, the administrators of the vocational training schools, coordinators of the insurance programmes and the representatives of the sector, attended the workshops and held discussions on the topics and the problems, which were shared before the summit. The attendants presented their proposals on the solutions as well.
The employment problems of the sector in terms of the employers, the efficiency of the insurance training programmes of the universities in meeting the expectations of the sector, the problem of internship in terms of students and the sector, the inadequacy of the number of academicians and the experts on insurance training, were discussed during the workshops. An action plan was formed in order to find solutions to the problems, by getting together the suggestions of each group and in line with strengthening the cooperation between the sector and the universities.
The summit ended as the spokesperson of each group presented the decisions taken. At the closing speech of the summit, Prof. Dr. Suna Özyüksel remarked that the decisions taken by the working groups would be presented as a report to the sector, universities, Higher Education Authority and other related institutions.

Programmes for Actuaries are starting |
The programmes of the Turkish Insurance Institute, designed for the employees of the actuary departments and actuary candidates, are getting started in July. First of the programmes, which are designed in 5 different modules, will be the “Probability and Statistics” programme between 4th – 17th July. Among the programmes for actuaries, “Basic Insurance” programme will take place between 16th – 24th July, “Financial Mathematics” between 27th July – 1st August, “Mathematics” between 3rd – 14th August, and “Basic Economics” between 17th – 25th August.

Registrations to the IGIE Training Programmes continue |
Registrations to the two e-learning programmes of IGIE (Institute of Global Insurance Education), provided by Turkish Insurance Institute to the Turkish Insurance Sector are continuing. The programmes designed by IGIE, of which TII is a member since 2007, are; “Introduction To Global Risk Management, Insurance And Financial Services” and “Life Insurance – Basics”. The first programme covers the topics of insurance process, personal and commercial insurances and risk management, in a global view, within the framework of changing world conditions. The second programme is rather a basic programme which includes the purpose, functions, life company operations, product development and distribution, pricing life insurance products, life insurance products and the insurance policy.
The attendants of the online programmes of the IGIE, which are prepared based on the knowledge and experiences of the member institutes, and which are accessible only for the members of the member institutes, can complete the programme at most in one year by planning their own schedule, and starting the programme at any time. Attendants succeeding in the exam at the end of the programme, will receive a success letter authorized by IGIE and a TII certificate.

3rd period of 2009 Short Term Training Programmes is starting |
The 3rd period of 2009 Short Term Training Programmes of Turkish Insurance Institute is starting in July. The 3rd period training programmes, which will last until the end of August, cover a wide range of topics from accounting / finance to risk management, law, marketing, soft – skills and branch trainings, which will meet the needs of the insurance sector. Titles of some of the programmes are as follows:

26th Term of Basic Insurance Training Programme is Completed |
26th Term of the Basic Insurance Training Programme in 2008 – 2009 academic year, which has been conducted since the foundation of the Turkish Insurance Institute, has been completed by the end of June. The graduation ceremony of the programme, which has been completed under 6 branch trainings being; “Fire and Engineering Insurance”, “Casualty Insurance”, “Marine Insurance”, “Accounting”, “Life Insurance” and “Health Insurance”, will be organized in October.
The registrations for the 27th Term of Basic Insurance Training Programme, of which the classes will start in October 2009, will be announced by the end of August.

We are expecting your articles for the 6th issue of Journal of Insurance Studies |
Journal of Insurance Studies, published by TII, is the first and only refereed journal in Turkey on insurance in which the technical and/or theoretical issues in the agenda of the sector are analyzed.
In the “Articles Approved by the Science Committee” section of the journal, there are the articles written in accordance with the academic rules and qualified to be published by the Science Committee. In the “Articles not Submitted for the Approval of the Science Committee”, there are research, studies, analyses and interpretations of the academicians, bureaucrats, experts, students of insurance and actuary, which are approved by the editor. Articles relating to the issues and problems of the insurance sector in your country and in your region are welcomed. You may submit your articles in English, French or German.

Research and Studies on Insurance Series 13 “Medium – Term Growth Expectations of Turkish Insurance Sector” |
“Medium – Term Growth Expectations of Turkish Insurance Sector” book, which is the 13th publication of the Research and Studies on Insurance Series of our Institute, is containing the growth projection of 2008 – 2012. The study is aiming at achieving the possible growth rates of the sector during the period of 2008 – 2012, through the econometric analysis conducted by the sectoral data of 1984 – 2007. The study is presented in two alternative frameworks, including three sub – scenerios for both alternatives, being basic, rational and optimistic. The first alternative analyzes how the development of the Turkish insurance sector will be, if the positive atmosphere continues, which has started in the beginning of the years 2000, and remained until the end of 2007. On the other hand, the second alternative analyzes the development of the sector, if the crisis effect is internalized. The dependent variable in the analysis is the rate of the total assets of the insurance sector in GDP, including the reinsurance companies, where the explanatory variables are the inflation rate, income per capita, the average education level of the employees, capital – ouput rate and the degree of foreign expansion. The study, prepared by N. Kamuran Malatyalý, reveals the possible structure of the sector in the related period, upon two scenerios where the crisis is effective and not effective. The study argues that, despite the total assets of the sector constituted 2.9 % of the GDP by the end of 2008, and the development level of Turkey is 17th in the world ranking, the Turkish insurance sector being the 39th in the world ranking, proves that the current potential of the sector is not well utilized. It is remarked that the rate of the share of the sector in GDP will be 3,5 % the most, by 2012.

TII, participated to the seminar of F.A.I.R (Federation of Afro – Asian Insurers Reinsurers) |
TII, participated to the international seminar of F.A.I.R., organized in Colombo, in co-operation with the Insurance Association of Sri Lanka, titled “Personal Lines Insurance: Meeting the Challanges of a Rapidly Changing Environment”, on 15th – 17th June 2009. Prof. Dr. Suna Özyüksel, the Manager of TII, participated to the seminar, which welcomed 250 delegates from all over the world. Ezzat Abdel-Bary, the Secretary General of F.A.I.R., in his speech remarked that the insurers in Asia and Africa, should offer new products, which meet the real and changing needs of the consumers, as well related with their professions. Delegations from the Middle East, Africa and Asia participated to the seminar which attracted great attention and was completed with great success.
